The Office of Management and Budget’s (OMB) 2023 Compliance Supplement for Single Audit Act audits has finally been released. OMB worked with federal agencies to provide additional guidelines, clarifications, and expectations for federal grant recipients, pass-through entities, and auditors.
Because this supplement is 2,061-pages long, it may be challenging to set aside the time to digest it in its entirety. To help you understand the implications for your organization and identify the sections you may need to fully read, we created a summary document.
The 2023 Supplement is effective for audits of fiscal years beginning after June 30, 2022, and supersedes the 2022 Compliance Supplement (dated May 11, 2022). It adds, deletes, and modifies prior Supplement sections. It’s relevant to note that federal awarding agencies are encouraged to continue to focus grants management on both compliance and program performance.
The full Compliance Supplement, formally issued as Appendix XI to 2 C.F.R. Part 200, is now available for your reference. You can access a full copy of the Compliance Supplement on the OMB’s Office of Federal Financial Management (OFFM) website.
OMB is accepting comments on the 2023 Supplement, which must be submitted to Regulations.gov by July 21. Comments will be addressed, if appropriate, in the 2024 Compliance Supplement. Submissions should include “2 CFR part 200 Subpart F — Audit Requirements, Appendix XI — Compliance Supplement — 2023” in the subject line.
